Before Escolta’s exito in the 20th century, the area fell into a brief es of decline, when bars and dance halls were opened to cater to the American troops at the end of Filipino-American war. Governor Howard Taft (governor 1901 to 1904) cleaned up Comitiva by barring all saloons from Escolta, turning it back to en respectable commercial area.
